CITY HOLDS FIRST-EVER ELDERLY SUMMIT

DAGUPAN CITY – The city of Dagupan, through its City Social Welfare and Development Office (CSWDO) and the Office of Senior Citizens Affairs (OSCA), sponsored the first ever elderly summit at CSI Stadia on February 21.

More than 500 members of the Barangay Senior Citizens Associations (BASCA) attended the summit which included various lectures on laws and health concerning senior citizens.

CSWDO chief Leah Aquino shared the city’s programs and services for the elderly while City Health Officer Dr. Ophelia Rivera discussed the common health issues of the elderly as well as  shared tips on how to remain healthy.

Meanwhile, Edwina C. Masi, the focal person on senior citizens of the Department of Social Welfare and Development (DSWD) Regional Office I, bared the latest updates on the guidelines of social pension and several other laws on senior citizens such as the Expanded Senior Citizen’s Act of 2010 and the Centenarian Act of 2016.

An open forum was also held during the summit that addressed certain queries or concerns of the elderly.

At the same time, Mayor Fernandez swore in the new set of officers in the Federation of Senior Citizen Association of the Philippines (FSCAP) Dagupan Chapter 2019 to 2021 headed by Roberto Pasaron.

They were joined by Liga President Kua, Councilors Marvin Fabia, Dennis Canto, Joey Tamayo, former Councilors Karlos Reyna IV and Michael Fernandez and Caranglaan chairwoman Tess Coquia.

The mayor, in her message, underscored the importance of maintaining the good health of the elderly.

She shared the city’s plans to provide more medicines for senior citizens, as well as to purchase a mobile clinic which will cater to suffering or incapacitated senior citizens in remote areas and barangays.

Fernandez added that a committee on health should be established among the elderly of every barangay which will empower senior citizens to take care of their fellow elderly and bring their needs effectively to the city government.

Following the success of the summit, a general assembly of all the senior citizens in the city will soon be held in order to reach and engage all elderly in the city. (Verdelle De Vera/CIO)


DAGUPEÑOS GET FINANCIAL AID FROM DSWD

DAGUPAN CITY – At least 48 Dagupeños received financial assistance from the Department of Social Welfare and Development (DSWD) at the City Social Welfare and Development Office (CSWDO) on February 22.

Each beneficiary from 11 barangays received P32,336 after they were identified as among those greatly affected during the onslaught of Typhoon ‘Ompong’ last year.

Those with totally damaged houses were from Barangays Bonuan Gueset, Boquig, Caraael, Caranglaan, Poblacion Oeste, Lucao, Pogo Grande, Tapuac, Tebeng, Salapingao, Bolosan.

Meanwhile, at least 17 beneficiaries from DSWD’s previous Emergency Shelter Assistance who were affected by Typhoon ‘Inday’ and tropical depression ‘Josie’ also received P11,165 each.

Each beneficiary were identified with the help of Barangay Disaster Risk Reduction and Management Councils (BDRRMCs) and the city’s Quick Response Team. (Verdelle De Vera/CIO)

DAGUPAN CITY – Dagupeños and Pangasinenses will now be able to avail of free quality medical assistance with the launching of a Malasakit Center at Region 1 Medical Center.

Former Special Assistant to the President Christopher Lawrence “Bong” Go, Health Secretary Dr. Francisco T. Duque III, Social Security Services (SSS) Commissioner Atty. Gonzalo T. Duque and Former Presidential Communications Assistant Secretary Mocha Uson witnessed its inauguration during a ceremony held on February 22.

Joining them were Pangasinan Governor Amado ‘Pogi’ I. Espino III, Mayor Belen T. Fernandez, Liga ng mga Barangay President Dean Bryan Kua and members of the city’s Sangguniang Panlungsod.

The Malasakit Center is a project initiated by Go under President Duterte’s administration which establishes a one-stop shop where satellite offices of government agencies such as Philippine Charity Sweepstakes Office (PCSO), Department of Social Welfare and Development (DSWD), PhilHealth, Department of Health are housed in one place in order to expedite patients’ requests for medical and financial assistance.

Go said that the Malasakit Center will complement the Universal Health Care Law or Republic Act No 11223 which was recently signed into law by the president.

“Malaking bagay ito kasi yung PhilHealth na po ang maghahawak subalit kung may balanse parin kayo sa mga bills ninyo sa government hospitals, ito ay babayaran ng Malasakit Center. It will complement each other.” added Go.

Go also thanked his supporters all over the province for the warm welcome he received during his brief visit to the city.

BALON DAGUPAN ATHLETES ALL SET TO DEFEND CROWN IN R1AA 2019

DAGUPAN CITY – The Balon Dagupan athletes are all set to defend their 2018 championship title in the coming Region 1 Athletic Association (R1AA) Meet which will reel off from March 6 to 11 in Laoag City, Ilocos Norte.

Before the competition, the Dagupan athletes underwent a month-long preparation of high-intensity training in their respective events.

Dagupan City Sports Commission  Vice Chair Finnela T. Sim said the athletes prepared well to give their best in the coming R1AA Meet as current defending champions.

This year, Dagupan City is sending 611 strong delegates to the 2019 R1AA Meet. Of the number, a total of  474  are all seeing action in the Meet.

The city government, through Mayor Belen T. Fernandez’s initiative, again extended its support to the delegation by providing the athletes and coaches their sports equipment and competition allowance.

Last February 22, all athletes received rubber shoes, uniforms, and other sports equipment at Bonuan Boquig Elementary School.

The athletes received the proper gear and equipment which will help them in their respective sports competitions like rubber shoes for football and futsal, swimsuits and swim caps for swimming, electronic armors for taekwondo, and many others.

Meanwhile, the athletes and their coaches  received their training and competition allowance of P3,500 each from the city government at the People’s Astrodome on February 27.

Both distributions were facilitated by the Dagupan City Sports Commission and Department of Education – Schools Division Office Dagupan.

In the same occasion, the DCSC also partnered with the City Health Office in providing a free measles vaccination for the city’s athletes as a precautionary measure against the disease.

Ms. Sim added that the city is joining two new sports events for this year’s R1AA Meet, namely boxing and wrestling.

“We have a very good training for boxing and wrestling. I believe we can get great results especially with our performance now,” said Sim.

The other events which the Balon Dagupan athletes are competing are in arnis, archery, athletics, badminton, billiards, baseball, basketball, chess, football, futsal, gymnastics, sepak takraw, pencak silat, tennis, swimming, taekwondo, table tennis, volleyball, softball, and wushu.

Students from SPED will also join the games in special sports such as athletics, swimming, and bocce. (Verdelle De Vera/CIO)

DAGUPAN CITY KICKS OFF WOMEN’S MONTH CELEBRATION

DAGUPAN CITY – The city of Dagupan has joined the nation in celebrating National Women’s Month this March, following a kick-off program held in conjunction with the regular flag raising ceremony at the city plaza on March 4.

More than 300 government employees, barangay workers and members of various women’s groups and non-government organizations attended the program which formally opened with PNP Dagupan’s demonstration of self-defense strategies for women.

Also present were Mayor Belen T. Fernandez, Department of Interior and Local Government (DILG) City Director Melinda Buada, Councilors Maybelyn Dela Cruz-Fernandez and Marvin Fabia and city department heads.

In the same occasion, Gender and Development Focal Person Dr. Lydwina Balingit-Bernardo detailed the updates and accomplishments of the city’s Gender and Development Focal Point System (GFPS) for the past year.

She added how the GFPS worked closely with the Sangguniang Panlungsod for the approval of two ordinances in support of women and their rights, namely Ordinance No. 2146-2018 or the “Anti-Street Harassment Ordinance” and Ordinance No. 2143-2018 or the “Gender and Development Code of Dagupan City”.

She also underscored the importance of observing National Women’s Month in the city, especially with the local government making strides in uplifting Dagupeño women.

“Women are usually perceived to be weak and that often leads to discrimination in the workplace and other areas. That is why we want to stop these kinds of misconceptions. Here in Dagupan, our mayor is the perfect example of an empowered woman whose leadership brought much progress and development to our city. And we want to maintain that.” added Dr. Balingit-Bernardo.

Meanwhile, Fernandez touched on common discriminations in society, which depicts women as weak and vulnerable and urged those in attendance to learn more about women in history so that the “cultural impressions of women will be changed.”

The mayor also detailed the programs of the city government which catered to the women and mothers of the city such as establishing Samahan ng mga Kababaihan sa Dagupan (SAKADA), providing livelihood opportunities for solo parents as well as the construction of a lying-in clinic which will be open 24/7 for birthing mothers.

The lying-in clinic is set to be formally opened on March 14. It will also house machines for diagnostic services such as X-Rays, electrocardiograms (ECG) and Ultrasound which can be availed by Dagupeños for free.

The other activities lined up in the city for Women’s Month Celebration includes “Batik Ulopan Laban sa Karahasan” amazing race on March 8; free pampering for 100 women on March 12; “Araw ng Mga Kababaihang Manggagawa ng Dagupan” on March 22; and skills training for selected solo parents on March 26.

DAGUPAN CITY COMMENDED FOR MORE CHILD-FRIENDLY INITIATIVES

DAGUPAN CITY – The city of Dagupan again received citations for more child-friendly initiatives in recognition of its efforts for young pupils and juveniles.

This, after Dagupan, under the leadership of Mayor Belen Fernandez, was recently adjudged as model local government unit for implementing daycare service and in providing quality and holistic Early Childhood Care and Development (ECCD) programs and services to the daycare children in the community.

The efforts recognized in the citation included the regular conduct of programs such as check-ups, feeding and immunization and learning activities conducted by the city such as the mobile library and other programs from various departments and organizations.

The city government also sought the improvement of learning experiences for daycare pupils through the construction and accreditation of 46 child development centers in the city as well as boosting the monthly allowances of child development workers from the previous P2,000 to P5,000.

This was in recognition of the important roles of child development workers in shaping young Dagupeños.

Meanwhile, the city government’s efforts in guiding troubled youth were also commended by the Regional Juvenile Justice and Welfare Council (RJJWC).

The recognition came after the city’s continuous promotion of the effective implementation of the Juvenile Justice and Welfare Act of 2006, by initiating the establishment of Bahay Pag-Asa to cater to children in conflict with the law and children at risk.

The awards were signed by DSWD Regional Director and RJJCWC 1 Chairperson Marcelo Nicomedes J. Castillo.

Both citations were received by the City Social Welfare and Development Office (CSWDO) during awarding ceremonies held in San Fernando City, La Union on March 1.

The awards were presented to Mayor Belen T. Fernandez, the department heads and city employees during the opening of Women’s Month Celebration at the city plaza on March 4.

Also turned over was the award given to the city by the Council for the Welfare of Children (CWC) after having been adjudged as four-time Most Child-Friendly City in the Region last December. (Verdelle De Vera/CIO)

FILINVEST UNVEILS ‘FORA DAGUPAN’ PROJECT

DAGUPAN CITY – A new residential townscape is set to rise in Dagupan City, to be developed by Filinvest, one of the country’s largest property developers, which is expanding its development footprints here.

Filinvest is marking its first entry into Pangasinan with its project ‘Fora Dagupan’, a townscape development that is set to be the city’s newest lifestyle destination soon.

The 6.3-hectare townscape is an integrated development project that will include offices, a commercial strip and a mid-rise residential community.

All these were revealed during the ceremonial unveiling of ‘Fora Dagupan’ along a property in Barangay Lucao on March 8.

The ceremony was attended by Mayor Belen Fernandez, Liga ng mga Barangay President Dean Bryan Kua, members of the city’s Investment and Development Board, Lucao Barangay council headed by chairman Marcelino Fernandez and other barangay captains.

Tristan Las Marias, Filinvest Senior Vice President for Vis/Min and North Luzon, said that this is the company’s first project of this magnitude in North Luzon.

 “We chose this flourishing city to build this exciting development project because Dagupan is number one for us. We believe in Dagupan’s prospects and we want to be part of its continued growth,” said Las Marias.

Filinvest also underscored the support from the city government and is looking forward to a long and fruitful partnership with the city.

“We thank Mayor Fernandez and all Dagupeños for welcoming us here in Dagupan– Pangasinan’s dynamic and bullish hub. We would like to continue investing so that the city will benefit economically from our investments,” added Las Marias.

Meanwhile, Mayor Fernandez thanked the Filinvest for bringing to the city its first residential project for condominiums as it will not only provide better residential options but will also help create more jobs for Dagupeños.

DAGUPAN CITY IS R1AA BACK-TO-BACK CHAMP

BACK-TO-BACK CHAMPS – Dagupan City again proved its sports dominance when it retained the championship in this year’s Region 1 Athletic Association (R1AA) meet during a five-day competition held in Laoag City from March 6 to 11. The back-to-back champion was adjudged as Best Performing Schools Division in swimming, arnis, boxing and aerogymnastics after finishing the competition with 87 gold, 64 silver and 55 bronze medals, surpassing its total medal count from last year’s championship. DAGUPAN CITY – The city of Dagupan again asserted itself as a powerhouse in sports after successfully defending its championship in this year’s Region 1 Athletic Association (R1AA) meet during a grueling five-day competition held in Laoag City from March 6 to 11.

Amassing 87 gold, 64 silver and 55 bronze medals after five days of competition, the city again made history by surpassing its total medal count last year of 72 gold, 53 silver and 39 bronze medals.

This was the second time since last year that the Balon Dagupan athletes clinched the top spot, to crown itself as back-to-back champions in the R1AA meet.

Dagupan City’s swimming team again proved itself as the city’s strongest medal contender when it accounted for 26 gold, 17 silver and 15 bronze medals.

This is the fourth consecutive year that the Balon Dagupan swimming team has been tagged as the team to beat in R1AA’s swimming events.

Meanwhile, the city’s arnis team hauled 14 gold, six silver and six bronze medals while the athletics team for elementary and secondary bagged a total of seven gold, 11 silver and six bronze medals.

The aerogymnastics team also bagged a total of 10 gold and two silver medals while the gymnastics team hauled a total of 10 gold, 10 silver and five bronze medals.

Surprisingly, the city’s boxing and wrestling teams also made history during their very first appearance in the competition. The boxing team bagged three gold and one silver medals, while the wrestling team hauled two gold, five silver and two bronze medals.

SPED athletes also bagged two gold, two silver and two bronze medals.

The city was adjudged as Best Performing Schools Division in swimming, arnis, boxing and aerogymnastics. But overall, it had the most number of medals– 87 gold, 64 silver and 55 bronze.

Pangasinan 2 carded 57 gold, 52 silver, and 43 bronze medals for second overall finish, followed by Ilocos Norte, 56 gold, 39 silver and 61 bronze medals, Pangasinan 1, 42 gold, 41 silver and 45 bronze, and Urdaneta City, 29 gold, 31 silver and 48 bronze.

Mayor Belen T. Fernandez, Dagupan City Sports Commission (DCSC) Vice Chair Finnela T. Sim and Schools Division Superintendent Dr. Lorna Bugayong received the trophies during the closing ceremony  on March 11.

The mayor lauded the efforts of the athletes whose collective skills and perseverance helped the city clinch its second overall victory.

The city’s athletes made significant progress in the competition since its seventh ranking in 2014.

With the city government’s full support to youth and sports development programs, Balon Dagupan rose from its being a perennial cellar-dweller to finish second best in 2016 and 2017, before finally clinching the top spot for two consecutive years now.

For now, the city’s athletes will be preparing to see action in the Batang Pinoy Luzon Leg of Philippine Sports Commission this March and the Palarong Pambansa in April. (Verdelle De Vera/CIO)


DAGUPEÑO WOMEN GET PAMPERED THIS WOMEN’S MONTH

DAGUPAN CITY – In celebration of the National Women’s Month this March, some women in the city were treated with a pampering activity conducted by the City Social Welfare and Development Office (CSWDO) at the Women’s Center on March 12.

“A Day to Pamper, A Day to Ponder” served as a spa day for women as they indulged in several pampering activities like manicure, pedicure, massage and haircut.

Trizia dela Cruz, Project Evaluation Officer of CSWD, disclosed that the participants were composed of solo parents and victims of Violence Against Women and Children (VAWC) of the city.

 “We came up with this activity to remind them how it is important that they also prioritize their own health and wellbeing. They need to remain well-conditioned because they’re the ones who are taking care of their families,” said dela Cruz.

The activity was sponsored by the Rotary Club of Uptown Dagupan which also distributed hygiene kits to the participants.

Other activities prepared by the city for the city’s women include “Araw ng Mga Kababaihang Manggagawa ng Dagupan” on March 22 and skills training for selected parents on March 26. (Verdelle De Vera/CIO)

BALON DAGUPAN ATHLETES GEAR UP FOR BATANG PINOY LUZON LEG

DAGUPAN CITY – Just a few days after winning the overall championship in the recently concluded Region 1 Athletic Association (R1AA) meet, the Balon Dagupan athletes are gearing up for yet another major competition.

The city is sending a total of 49 athletes to see action in the Luzon Leg of the Batang Pinoy, a sports event organized by the Philippine Sports Commission slated March 16 to 23 in Ilagan City, Isabela.

They will compete in seven different sports events, namely archery, arnis, boxing, chess, karatedo, swimming and taekwondo where they are up against fellow  athletes 15 years old and below from all over Luzon.

Before leaving for Ilagan City, each Batang Pinoy bet was given training and competition allowance of P4,500 by the city government at CSI Stadia on March 13.

Mayor Belen Fernandez personally wished the athletes good luck on their next quest for gold medals during the distribution of the financial incentive facilitated by the Dagupan City Sports Commission.

The mayor also promised the athletes a warm welcome home with a victory parade and party set to be held on March 25.

Meanwhile, Janelle Alisa T. Lin, one of the city’s star swimmers, conveyed her gratitude for the support given by the city government to athletes and in various sports programs.

“I’m dedicated to swimming because I want to win for Dagupan. Mayor (Fernandez) worked hard to help us athletes. This is one way to show how grateful I am for her and for my parents’ support, ” added Lin.

Lin hauled a total of seven gold medals in individual and medley events in the recent R1AA meet. She is set to compete in six events  in Batang Pinoy as well as in the Palarong Pambansa slated in Davao this April. (Verdelle De Vera/CIO)

DAGUPAN CITY HOLDS 6TH ARAW NG BUNTIS

ARAW NG BUNTIS – Obstetricians from the Philippine Obstetrical and Gynecological Society (POGS) – Region I conduct free ultrasound for indicated cases during the 6th Araw ng Buntis in Dagupan City. Other services such as pre-natal checkup, urinalysis, dental checkup and tetanus diphtheria vaccination were provided to some 600 pregnant women in the city while breast examination and visual inspection with acetic acid were conducted for non-pregnant women for cervical cancer screening. DAGUPAN CITY – Some 600 pregnant women joined this year’s “Araw ng Buntis” at CSI Stadia on March 15 as part of the observance of National Women’s Month and the 16th National Araw ng Buntis.

The one-day activity was a joint undertaking between the city government through the City Health Office, the Philippine Obstetrical and Gynecological Society (POGS) – Region I headed by its president Dr. Eva Guevarra, and the Pangasinan Medical Society (PMS).

With the theme “Malinis at Luntiang Kapaligiran ang Handog ng Ina sa Sinapupunan”, the one-day activity provided numerous health services for mothers such as free pre-natal check-up, ultrasound for indicated cases, urinalysis, dental check-up. and tetanusdiphtheria vaccine.

On its sixth consecutive year, the activity also continues its focus on Breast and Cervical Cancer Awareness with the conduct of free breast examination and visual inspection with acetic acid for non-pregnant women for cervical cancer screening.

Obstetricians from the Federation of Philippine Obstetrical and Gynecological Society (FPOGS) also discussed several topics to the participants. These include Nutrition in Pregnancy by Dr. Lorelei De Leon, Teenage Pregnancy by Dr. Hilda Bernardo, Hypertension in Pregnancy by Dr. Lovelyn Manongdo and Breast and Cervical Cancer by Dr. Macrina De Guzman.

Through the City Social Welfare and Development (CSWD) office, pregnant mothers who are not yet enrolled with Philhealth were issued their Philhealth, MDRs and Philhealth Cards.

A Search for Ms. Buntis 2019 contest was also held in conjunction with the program.

 Mayor Belen T. Fernandez, in her message, informed all pregnant mothers that the city will soon open its diagnostic center and lying-in clinic.

The center will not just offer diagnostic services but will also be open 24/7 for birthing mothers to help ensure the health and safety of both mother and child during delivery.

Meanwhile, Dr. Betha Fe Castillo, founding president of POGS – Region I, shared the importance of the environment and its factors when it comes to keeping mothers healthy.

“The environment has many sources that could keep them healthy. This is also important so that mothers can rear their child in a clean and healthy environment/” said Dr. Castillo.

She also disclosed that their association will be supporting the city by providing assistance in ultrasound readings at the city’s lying-in clinic.

In the same occasion, City Health Officer Dr. Ophelia Rivera encouraged the city’s pregnant mothers to avoid vices and undergo regular check-ups to monitor their pregnancies.

“Being pregnant is no ordinary circumstance. A pregnant mother is responsible for two lives – her own and her unborn child’s. That’s why this is a crucial time for mothers to take good care of themselves. DAGUPAN CITY – Dagupan has finally risen from the ashes, transforming itself into a robust city with a stable economy never before seen since it attained cityhood in 1947.

This was gleaned from the State of the City Address (SOCA) of Mayor Belen T. Fernandez during a special session of the Sangguniang Panlungsod at CSI Stadia on March 20.

“For the last five years, the sun has always been shining in Dagupan. The fruits of our labor cannot be dimmed, darkened nor concealed — it simply cannot be done, neither by wizardry nor magic,” said Fernandez in a fiery speech that was also directed against peddlers of fake news.

The mayor revealed that city is now the richest local government unit in the entire province and the Ilocos region after reaching the threshold of P1.010 billion pesos in 2019. This, she said, marks the fastest and highest economic growth rate in the city’s history, as compared to a measly P512 million in 2012 during the past administration.

Fernandez also revealed an influx of new investors to the city through the help of the Dagupan City Investment and Development Board which ensured that incoming investors are attended and their papers processed immediately.

Among the new major players that came were Filinvest Land Inc., SM Supermall, the City Mall, Sta. Lucia Land Development for Almeria Verde as well as ACE Hospital and many others.

“Dagupan is in its finest and strongest state than when we first found it in 2013. How did we do it? We were uncompromising and forceful – walang korapsyon, walang tong-pats, walang red tape, walang ghost projects, at walang magic,” intoned Fernandez.

Responsible fiscal management has led the city to register its highest cash surplus yet of P178 million in 2018. This is the fifth consecutive cash surplus of the city and so far the biggest in a decade.

With the city being awash with cash, city employees were able to enjoy a bigger windfall. Dagupan marked its highest appropriation for additional bonuses in 2018 at P22 million, as compared to zero in 2010 under the past city administration.

Market collections have nearly doubled from P37 million in 2010 to P71.8 million in 2018 while restroom collections reached an all-time high last year at P9.8 million, compared to only P655,000 in 2010.

“I am often asked: What do we do with all these money? Mga kaibigan, ang sagot ko: Lahat napupunta sa serbisyo. Serbisyo para sa tao, para sa bayan, para sa lahat – katumbas ng lahat ng inyong pagtitiwala at pagmamahal,” said Fernandez.

On health, Mayor Fernandez revealed that the City Health Office is serving an average of 150 to 200 patients per day in addition to the 125 to 180 patients per day being served in the barangays. OPD consultations registered by the City Health Office also increased exponentially from 12,000 in 2013 to 32,969 in 2018.

A total of 40,219 patients were also served in barangay clinics while 13,382 patients were served by medical missions, cataract and minor operations since 2013.

The city also recorded zero human rabies case per report of the Animal Bite Center.

Healthcare delivery systems have improved with doctors regularly visiting all nearby and far-flung barangays and services are also made more accessible as nurses were stationed in each barangay.

Fernandez also credited the city’s major partners in health who extended their medical services to Dagupeños. Among them include the University of Santo Tomas (UST) Medical Mission Inc., Philippine Medical Association (PMA) of Oklahoma, Region 1 Medical Center, Dagupan Doctor’s Villaflor Memorial Hospital, Philippine Obstetrical and Gynecological Society Foundation Inc. (POGS), Pangasinan Medical Society, Inc. (PMS), Philippine Tuberculosis Society and philanthropist brothers Dr. Ashok and Rocky Vasandani.

The city also continues to strengthen its campaign against tuberculosis and pneumonia with its Ubo Patrol program as well as dengue prevention and control program through the conduct of regular health teachings, misting operations and programs such as Tanggal Gulong sa Bubong at Silong”.

The city government’s brand of Unliserbisyo is also reflected in its socio-economic programs.

A total of 231,659 Dagupeños were also served by the City Social Welfare and Development Office since 2013. These include women, senior citizens, persons with disability and families.

On the other hand, the City Population Office also recorded 2,230 couples married in a civil ceremony officiated by Mayor Fernandez while the Civil Registry Office recorded 1,062 beneficiaries who availed of free late registration and 95 children registered under the mobile registration and the “Lehitimo Ako, Batang Dagupeño” program.

Under the City Veterinary Office, over 12,000 dogs and cats from all 31 barangays were vaccinated. 770 dogs and cats were registered for walk-in rabies vaccinations, while 595 pets received veterinary services such as consultation aside from rabies vaccine.

Meanwhile, the city’s Public Employment and Services Office (PESO) continues to ensure that Dagupeños have plenty of employment opportunities through the regular job fairs. The office also regularly extends assistance to Dagupeños working overseas and has already resolved a total of 148 OFW cases as of March 2019.

On agriculture, Fernandez said the city continues to prioritize the livelihood of marginal fisherfolk. Since 2013, some 776 households were provided with farm and fishing livelihood opportunities.

A total of 1,161 illegal fishing structures were dismantled while a total of 785 fish cages were registered and issued with permits to operate through the mobile registration conducted by the City Agriculture Office and the One Stop Business Center.

On disaster preparedness, the city invested in rescue vehicles, heavy equipment and watercrafts that are used in responding to all kinds of emergency situations.

In 2018, the city purchased three fire and rescue trucks, bringing the total number of rescue vehicles and watercraft in the city to 40.

The city also turned over a penetrator truck to the Bureau of Fire Protection (BFP) Dagupan, bringing the total number of operating fire trucks in the city to 14.

Fernandez also revealed her long-term vision for a disaster-prepared city as she plans to establish the Dagupan City Public Safety Training Center. The facility is set to be the first of its kind in Luzon and will provide training to Dagupeños in dealing with natural and man-made disasters in a simulated environment.

On education, the local government continues to invest in the futures of the youth through the MBTF Scholarship program.

The program continues with a budget of P22 million in 2019, compared to its previous P3 million budget in 2013, allowing a total of 1,600 needy Dagupeños to enroll in universities and colleges so that they can pursue a course of their own choice.

To date, the city government has produced a total of 357 graduates, with 21 among them passing the state board.

“My fellow Dagupeños, we will continue to do this to ensure that in the future, more of our citizens are holders of college degrees and are employable – more than any other city in the Philippines,” said Fernandez.

Yearly appropriation for education programs has also doubled from its P69 million budget in 2013. It went up to nearly P130 million in 2018.

The city government also has allotted P38 million for the Special Education Fund.

Aside from education programs, the city government continues to extend its support to the youth through sports development programs. The city reinvigorated its sports policies when it established the Dagupan City Sports Commission which helped support and develop the skills of young Dagupeño athletes.

Yearly appropriation for youth and sports development was also all-time high at P15.4 million in 2018. This is bigger by nearly P15 million to the P494,777 budget allotted by the past city administration in  2012.

As a result, Dagupan was adjudged as back-to-back champion during the Region 1 Athletic Association  (R1AA) meet after successfully defending its championship  this year.

From winning only the “best in uniform” award in 2013, the Balon Dagupan team rose from  being a perennial cellar-dweller to clinch the top spot in the R1AA for two consecutive years.

The city also made history when it surpassed its total medal count from last year when they amassed 87 gold, 64 silver and 55 bronze medals this year.

On infrastructure, Mayor Fernandez disclosed that the physical development of the city is “growing at an amazing speed.”

Since 2013, the city government has established a total of 40 government facilities, 88 road improvement projects and purchased 117 brand new government vehicles.

A total of 211 proposed projects are also set to be accomplished in 2019 which includes numerous road improvement projects in the barangays.

Fernandez also detailed plans for the city in the coming years as she intends to “bring Dagupan to a far greater level of progress and prosperity – not just for itself – but also for itself people.”

Among the major development projects lined up for 2020 to 2022 include the rehabilitation and maintenance of People’s Astrodome, the revival of PNR site, the development of Inarangan Lake, the tourism development of Pugaro, the Tondaligan redevelopment program, the Waste 2 Worth project, and many more.

“I declare my intention to fulfill and complete our remaining vision and finish our programs and projects strongly until 2022. Today we all saw what we did together since 2013. Without doubt, the state of our city is at its strongest since our founding in 1947.”

As a testament to the Unliserbisyo brand of governance under her administration, Fernandez bared the numerous awards and blessings that the city government received over the past year.

These include the third consecutive citation as Overall Most Competitive City in the Region (ranking number one in both government efficiency and economic dynamism), the provincial and regional awards as Best Performing Shared Service Facilities (SSF) project, the silver award for high functionality rating in the National Anti-Drug Abuse Council Performance Award, and the Masidhing Paghanga award.

Last year, Dagupan was adjudged as the Most Child-Friendly City in the country by the Council for the Welfare of Children.

The 2017 Presidential Award for Child-Friendly Municipalities and Cities (PACFMC) award was conferred by President Rodrigo Duterte to Liga ng Mga Barangay President Dean Bryan Kua and other city officials.

Fernandez recalled the city was on the verge of bankruptcy due to mismanagement and graft and corruption before she took over the helm of the city in 2013.

Immediately after, because of hard work and efficiency, she was able to make a turnaround on the finances of the city.  She announced that today, Dagupan is now debt-free after paying the remaining loan obtained by the past administration.

“Our final and remaining loan repayment has already ended. We have now brought Dagupan back to its best ever creditworthy standing in history,” said Fernandez.

She also vowed to bring back up to the very last centavo the P16.12 million paid by the city for the 30-hectare Awai land that was never turned over to the city, and chided the past city administration for buying a dredging machine, which was made to appear as new when in fact only reconditioned, for P40 million and is now beyond repair.

The MC Adore building and its premises were sold at only P119 million although they are worth P450 million or more.

“Dagupan City is a home of respectable people. They don’t deserve mere promises of politicians who later abandoned their duties in pursuit of personal glory. Dagupenos deserve concrete actions that produce the best results for their home city. The choice has always been in our hands – we choose Dagupan’s glory,” said Fernandez. (Verdelle De Vera/CIO)

DAGUPAN CITY – The city government signed a memorandum of agreement with GMA Regional TV, officially making the latter the city’s strategic partner for the 2019 Bangus Festival.

Those who signed the partnership agreement at the City Museum on March 22 were Mayor Belen T. Fernandez, City Administrator Atty. Farah Decano, Vice President and Head of Regional TV Oliver Amoroso, GMA TV10 North Central Luzon Station Manager Jonathan Balingit and CSI Warehouse Club Inc. Manager Ricardo Salvador.

Also in attendance were city department heads, barangay captains, and GMA Bet ng Bayan Grand Winner Hannah Precillas.

The MOA sealed the city and the network’s strategic partnership to again make Dagupan the center of excitement in this year’s Bangus Festival.

“GMA Network has been our partner for 11 years now, and this partnership has helped promote Dagupan and Bangus Festival not just in our country, but all over the world,” said  Mayor Fernandez.

Fernandez said various events and activities are lined up for the grand month-long festivities which has for its theme “Happiest Fish Fest Ever!”

These include the festival mainstays such the Gilon Gilon ed Baley, Bangus Rodeo, Bangusine (Family Recipes with a Twist) and the Bangusan Street Party.

Other activities to expect in this year’s celebration are the Bangus Festival Trade Fair, Free Windsurfing Clinic and Windsurfing Cup, Jayceeken’s Tren na Dayew singing competition, DATBI Open Bowling Tournament, Kite Flying Competition, Grand Prix 2019, 69th Invitational Slalom Competition, Open Invitation Kickboxing Tournament, Open Boxing Championship and many more.

With the partnership, GMA-7’s big stars will also be in Dagupan for the festival.

Confirmed artists like Julie Anne San Jose, Christian Bautista, Mark Bautista, Kyline Alcantara, Gabbi Garcia, Rayver Cruz, Donita Nose, Mikee Quintos, Kaye Valdez, Migo Adecer, Cassie and Mavy Legazpi, Garret Bolden, Jong Madaliday and Golden Cañedo will be present in their Kapuso Concert with Studio 7 while other big screen names are expected to participate in other events. BALON DAGUPAN ATHLETES SHINE ANEW IN BATANG PINOY

DAGUPAN CITY – The Balon Dagupan team cemented its athletic dominance when its athletes clinched a total of 16 gold, 13 silver and 11 bronze medals, placing eighth overall among more than 100 delegations that saw action in the Batang Pinoy Luzon Qualifying Leg organized by the Philippine Sports Commission in Ilagan City, Isabela, from March 17 to 23.

Dagupan’s swimmers remained as the biggest medal haulers when they bagged a total of eight gold, three silver and one bronze medals.

Gabriel Jizmundo dominated in five individual events to become the most outstanding swimmer under the 13 to 15 years old boys category. He hauled five gold medals in 200-meter individual relay, 50-meter breaststroke, 200-meter breaststroke, 100-meter breast stroke and 50-meter freestyle.

Janelle Lin ruled in her favorite events, hauling gold in 200-meter freestyle, 400-meter freestyle and 800-meter freestyle and settled for silver in 200 and 400-meter individual medleys.

Mark Bryan Rioflorido also earned a silver medal in 150-meter freestyle and a bronze medal for 200-meter backstroke.

Dagupan’s Karatedo team also proved its mettle when it hauled a total of four gold, two silver and four bronze medals.

Rea Bistudio, Nasrifa Pili and Samantha Lopez clinched one gold medal in 8-11 Team Kata Girls while Shane Vasquez, Rhon Juguilon and Haiden Garcia earned one bronze medal in 8-11 Boys Team Kata.

In individual Karatedo events, the gold medalists include Mohammad Rayyan Macada-Ag, gold, 130cm boys kumite (8-9 years old); Vishnujana Mesina, gold, 57kg boys kumite (14-15 years old); and Abigail Brito, gold, 54kg girls kumite (14-15 years old).

Their teammates Bistudio won one silver in girls advance kata (10-11 years old) and one bronze medal in140cm girls kumite (0-11 years old); Shane Vasquez, silver, 140cm boys kumite (10-11 years old); Nasrifa Pilin, bronze, girls intermediate kata (10-11 years old); and Kenneth Vedaja, bronze , 57kg boys kumite (14-15 years old).

For the archery team, Janina Erica Deloso won two gold medals in 20-meter distance and the Olympic round, three silver medals in 30, 40, 50-meter distances and another two silver medals for FITA Round and for Mixed Team Event. Her teammate Keith Ussher was also a silver medalist for the Mixed Event.

Surprisingly, the city’s boxing team again hauled an impressive amount of medals in maiden appearance in Batang Pinoy.

Gearwin Flores won gold in 44-46kg junior boys pin weight; John Louie Daluzon, gold, 57kg junior boys featherweight; Rio Mercado, silver, 34-36kg boys light mosquito weight; Dan Joseph Asug, silver, 50kg junior boys flyweight; Lance Juan Mararac, bronze, 40kg, boys light paperweight; Mikko Embuscado, bronze, 48kg junior boys light flyweight; and Juhmits Zulueta, bronze, 52kg junior boys light bantamweight.

Jay Andy Cabanlit also earned one silver medal for arnis under the combative bantamweight category while Mikhaella Fabroa and Frederich Carl Cuña each grabbed bronze medals for taekwondo under welterweight and middle weight, respectively.

Dagupan City  finished eighth overall among 111 participating provinces and cities from all over Luzon. This despite fielding only 47 athletes compared to an almost 100 to 300-member delegation from each participating delegation in Luzon.

DAGUPAN CITY – For their victorious campaigns in major sports events, more than 600 athletes and coaches received a hero’s welcome from Dagupeños when they marched along the city’s main thoroughfares during their victory parade on March 25.

These included athletes who again made history for bringing home the second consecutive overall title in the Region 1 Athletic Association (R1AA) meet crown and those who competed in the recently concluded Batang Pinoy Luzon Qualifying Leg where Dagupan ranked eighth among more than 100 cities and provinces in Luzon.

Mayor Belen T. Fernandez, Liga ng mga Barangay President Dean Bryan Kua and city councilors, along with DepEd Dagupan officials led by Schools Division Superintendent Lorna G. Bugayong, commissioners of the Dagupan City Sports Commission (DCSC) led by Finnela Sim and the officers of the Dagupan City Athletic Association (DCAA) led by  Renato Benitez, paraded  along with the athletes, coaches and city employees from Perez Boulevard, Marcelo H. Del Pilar street, A.B. Fernandez Avenue and finally to the city plaza.

The delegation later convened at CSI Stadia where a victory party was held.

The mayor, in her message, extolled the efforts of the city’s young athletes when they registered another historic feat by winning the back-to-back championship.

Dagupan City clinched its first-ever R1AA championship crown last year, its first after 40 years of seeing action in the meet that was formerly called Ilocos Region Athletic Association meet

“No one can beat this beautiful story – the young people of Dagupan authored their own victory. I salute all athletes because of the determination, heart and sportsmanship that you have shown to your fellow athletes,” said Fernandez.

DCSC Vice Chair (Finnela) Sim also paid tribute to every parent, coach, trainer, staff and members of the working committee who played significant roles as individual moving together to earn such a collective victory.

Meanwhile, star swimmer Janelle Alisa Lin recalled her entire R1AA journey since she first joined in 2014, less than a year since Mayor Belen T. Fernandez reformed the city’s sports policy with the establishment of the DCSC.

Lin shared how the city’s sports program has allowed athletes just like her to discover their talents which in turn contributed to their personal growth and development.

“Without this sports program in my daily life, I would be a totally different me – a less confident, quiet and timid me, and that’s not the version of myself that I want to be. So, I try my best to always remain grateful and to never take this for granted, because not everyone is as fortunate,” said Lin.

She also recalled the lessons she had learned from other athletes during her time competing in national and international events.

“In the euphoria of victory, it’s easy to believe that we bested our opponents through sheer superior ability but these athletes have worked as hard as we have. The biggest difference between us, however, is the outpouring support (we received) from our city and our Mayor,” said Lin.

One of the city’s star swimmers, Lin hauled a total of seven gold medals in the 2019 R1AA meet as well as three gold and two silver medals in Batang Pinoy Luzon Qualifying Leg. She has earned a total of 32 gold medals since she first joined in the annual R1AA meet in 2014.

Fellow bemedaled athlete Susan Ramadan, who earned three gold and two silver medals in Athletics Secondary girls during the recent R1AA Meet, also thanked those who supported her during the competition.

NEW DREDGING MACHINE ARRIVES IN DAGUPAN TO STEP UP DESILTING WORKS

NEW DREDGING MACHINE – A new dredging machine from the Department of Public Works and Highways arrives in Dagupan City and is now employed in dredging the Calmay River. DAGUPAN CITY – Desilting and dredging operations of shallow rivers in Dagupan City has now been stepped up following the arrival of a new dredging machine from the Department of Public Works and Highways (DPWH) on April 3.

This is the amphibious excavator which has a 0.51 cubic bucket and the latest technology in dredging which was immediately  put to work in dredging part of the Calmay River shortly upon its arrival

“This is the same machine currently being used in the rehabilitation of Manila Bay. This excavator was already reserved for Dagupan City before the Manila Bay rehab on account of Mayor Fernandez’s request,” said DPWH Dredgemaster Nestor Cabacungan.

The excavator joined three other dredging machines deployed to Dagupan City earlier by DPWH. These include the Watermaster machine now being used in excavating sediment from upstream; the Visayas I that focuses on removing silt from the mouth of the river; and the 8-2 dredge now also being harnessed in also dredging another part of the Calmay river.

DPWH Area Equipment Engineer Bernie Valencerina underscored the importance of maintenance dredging in the city especially because Dagupan is the catchbasin of water and silt from upstream.

He added that they are targeting to remove an estimated 10 million cubic meters of silt and sediment that accumulated in the bottom of the city’s rivers through regular dredging operations.

A total of 122,000 cubic meters of silt (equivalent to sediment that could fill up almost 50 Olympic-sized swimming pools) has so far been excavated through regular dredging operations since 2013, Valencerina said.

The year 2013 was when Mayor Fernandez began her term as city mayor.

Of the number, more than 7,000 truckloads of dredged sediment were used in backfilling low-lying areas through the city government’s ‘Operation Sitio’ program.

Mayor Fernandez said the arrival of the new machine is timely as the city continues to strengthen its flood mitigation programs in time for the coming rainy season.

“Aside from dredging, we are elevating our roads, building floodgates and establishing dikes. The city government is working continuously with Congressman Christopher de Venecia and national agencies such as DPWH and the Bureau of Equipment for our flood mitigation initiatives,” Mayor  Fernandez added.

40 DAGUPEÑOS GET FREE EYE OPERATIONS

DAGUPAN CITY – Some 40 Dagupeños were benefited with renewed vision shortly after successfully undergoing operations on their respective vision problems.

This after the city sent the beneficiaries to the Cardinal Santos Medical Center in San Juan, Metro Manila for their surgery under the city’s eye screening program.

The first batch was comprised of 36 beneficiaries who underwent cataract operation while four others had excisions of pterygium.

The beneficiaries personally conveyed their gratitude to Mayor Belen T. Fernandez during their brief visit to the city museum on April 3.

Among those who benefited from the program was Ernesto Quisora of Barangay Pantal East. The 68-year old lost his vision in 2017 after struggling with cataracts for years.

Quisora expressed his gratitude to Mayor Fernandez after the operation that successfully restored his eyesight.

“It was very difficult to experience when I lost my vision. That’s why I’m really grateful to Mayor Belen and her program because I can now see clearly again,” said Quisora.

DAGUPAN CITY – Dagupeños and tourists flocked Tondaligan Blue Beach in Barangay Bonuan Gueset when the city held its second Kite Flying Competition on April 6 as part of the month-long  Bangus Festival 2019.

The Tondaligan sky was alight with colors as some 48 participants from different places like Bacolod, Laguna, Batangas, Caloocan, Pampanga, Baguio, Alaminos, Binmaley and Lingayen showcased their various kite creations.

With no cap on its maximum size, participants were encouraged to be creative with the theme of “Bangus Festival 2019, the Happiest Fish Fest Ever!” under the categories of open kite, flat kite and three-dimension.

The kites were judged on their ability to fly, creativity, relevance to the theme, kite construction materials, audience impact.

Special awards such as People’s Choice, Local Kite Maker’s Choice were also given to chosen participants.

Mayor Belen T. Fernandez disclosed that activities such as the Windsurfing Clinic and Kite Flying Competition serve as opportunities help in promoting not just the annual festival, but also the beauty and continuous revitalization of the Tondaligan Beach.

DCSC SUMMER SPORTS CLINIC NOW OPEN FOR REGISTRATION

DAGUPAN CITY – The city’s annual summer sports clinic is now open for registration for young and aspiring athletes.

This was confirmed by Dagupan City Sports Commission (DCSC) Vice Chair Finnela T. Sim during the Philippine Swimming Incorporated’s 2019 Grand Prix Qualifying Leg held in the city from April 6 to 7.

According to Sim, the sports clinic will commence from May 6 to 30, with a total of 15 sports events with which to choose from.

These include Arnis, Archery, Athletics, Badminton, Boxing, Chess, Dance Sports, Football, Gymnastics, Karatedo, Swimming, Table Tennis, Taekwondo, Wushu and Wrestling.

 At least 100 slots are open for each event.

Those interested may avail of registration forms at the People’s Astrodome, Dagupan City Poolside, Teen Center and DepEd Dagupan’s Schools Division Office or contact the DCSC Secretariat at 0908-323-6022.

Sim disclosed the summer sports clinic is free and open to all residents and students of Dagupan. Registrants need only to submit a photocopy of their birth certificate or school ID.

Deadline of submissions will be on May 3.

Being held in partnership with DCAA, Dagupan City Athletic Association, DepEd and local and national coaches, the free sports clinic aims to develop the youth’s interest in sports as well as enhance their potentials.

Last year, more than 800 young Dagupeños completed the three-week sports program sponsored by the city.

The annual clinic also served as training ground for the city’s gymnastics team who recently hauled medals from this year’s Region 1 Athletic Association (R1AA) meet. (Verdelle De Vera/CIO)

BALON DAGUPAN ATHLETES DOMINATE PSI GRAND PRIX QUALIFIERS

DAGUPAN CITY – The Balon Dagupan Swimming team again proved its dominance when it was adjudged as overall champion during the Philippine Swimming Incorporated’s 2019 Grand Prix CNL-CAR Long Course Qualifying Leg held in the city from April 6 to 7.

This after the team ranked first among 11 clubs comprising of 113 participants from North Central Luzon and Cordillera Administrative Region for it to grab the overall title.

MDSF Vikings Swim Club was adjudged first runner-up while Torpedo Ray Swim Club earned the second runner-up honor.

Balon Dagupan athletes under the 10 years old and under age group also hauled 24 gold medals during the competition.

Dagupan City Sports Commission (DCSC) Vice Chair Finnela T. Sim disclosed that this was the fourth consecutive overall title won by the city for the qualifiers.

She added that as a PSI sanctioned event, the times set by the swimmers during the competition were recorded in the Philippine Swimming National Records.

Swimmers who were able to meet at least one of the qualifying times set by the PSI are eligible to swim in the 2019 PSI Grand Prix Long Course Swimming Championships on July 5 to 7.

The PSI qualifying leg is among other sports events such as Windsurfing Cup, Kickboxing Open, Golf Open and Open Boxing Championship and others that are being held as part of the month-long celebration of this year’s Bangus Festival.

“I’m very thankful to Mayor Belen T. Fernandez for giving the children the opportunity to compete in this event. Hindi na nila kailangan lumayo pa para lang makapag-qualify for national events such as these. Napakalaking tulong po ito sa swimmers hindi lang sa Dagupan, kundi pati na rin sa swimmers ng Central Northern Luzon and CAR, “ said Sim.

Corollary to this, Sim disclosed that two members of the Balon Dagupan Swimming Team also qualified for the 43rd South East Asian (SEA) Age Group Swimming Championships which will be held in Cambodia sometime this year.

“This is a really huge leap for swimming and for sports here in Dagupan, ” added Sim.

For now, the city’s star swimmers along with other athletes are gearing up for Palarong Pambansa which will be held in Davao City from April 27 to May 2. As back-to-back champions of the Region 1 Athletic Association (R1AA) Meet, the city will be sending more than 50 delegates to the competition. (Verdelle De Vera/CIO)
